its not about the TV license its about rights to broadcast content... ITV and UK broadcasters only have rights to transmit the content within UK borders some programming not even allowed over the internet so the TV licence not issue, rights of broadcast (country/region/ satt/ cable/ pay tv / free tv) are the reasons why uk VOD and TV sites are Geo blocked
