Okay I think I know what the problem is the advert "TVC-House-V1.flv" is using an unsupported video codec (VP6 / VP8) the Pi only has true h.264 hardware decoding (and VC1 / mpeg-2 with a paid license key).
I understand there has been progress lately for GPU software accelerated support for On2 but for full fps playback the video resolution has to be limited to something like 320x240 ish.
So in a nutshell the plugin is trying to play the advert but fails due to incompatible codec and continues streaming live TV.
Obviously the latest version of RaspBMC has software rendering for On2's codec but I'm not sure if OpenELEC or Xbian have been updated for this support yet.
A simple fix for this problem would be to replace the advert video file for one that's encoded with h.264 instead of VP6/VP8.

Will there be a fixed issued or should I just continue to use XBMC ad-free??

There won't be a fix for this at the moment, no. The Splash/Ad is more there to see what we could do. I shouldn't worry about it too much lol.

Does anyone know how to get the dependencies on to the Pi, I have them downloaded and on my local PC.

You can unzip them locally then copy the via FTP i think, or you can SSH into the box then use wget to grab the file. The first option it probably easier as you can't be sure what commands are available on the build of XBMC you're using.
